Building the USS Relief

Abstract

This activity, “Building the USS Relief” simulates the process of policy-making and policy implementation in the bureaucracy, and the Department of Defense in particular. You will assume the role of a recent political appointee, the Principal Deputy Undersecretary of Defense for Acquisition, Technology, and Logistics. In this capacity you will

  1. propose the creation of a new humanitarian relief vessel, the USS Relief, which is to be deployed in the Mediterranean Sea;
  2. negotiate with interest groups, bureaucrats, and the House Armed Services Committee, and other members of the iron triangle make sure the House Committee on Appropriations approves funding; and
  3. exercise administrative discretion to get the vessel built.
